DHS Publishes Chemicals of Interest List for Chemical Facility Anti-Terrorism Standards  

On November 20, 2007 the Department of Homeland Security (DHS) published the final Appendix A in the Federal Register making all provisions of 6 CFR Part 27 "operative and in effect". The final Appendix A is online at http://www.dhs.gov/xnews/releases/pr_1193971111885.shtm. The DHS has updated the Chemical Security Assessment Tool (CSAT) Top-Screen to incorporate the changes in the final Appendix A.

CSAT Top-Screen data entered before the final Appendix A was published will automatically be carried over into the updated version of the Top-Screen. You are responsible for confirming the accuracy and completeness of the data.

If you need to submit a new Top-Screen based on updated COI data in the final Appendix A you may:
- Contact the CSAT help desk at csat@dhs.gov (1-866-323-2957) and request a new Top-Screen questionnaire; or
- Initiate a new Top-Screen by logging onto https://csat.dhs.gov/csat/ and clicking on "Complete a New Top-Screen" in the list of facilities.

If you waited for the final Appendix A to be published and you have a Chemical of Interest (COI) at or above the Screening Threshold Quantity (STQ) in the final Appendix A you must submit a Top-Screen. Please contact the CSAT Help Desk at 1-866-323-2957 or csat@dhs.gov if you need to submit a Top-Screen.

NOTE: New or modified Top-Screens must be submitted by the January 22, 2008 deadline.

Economical Critical Cleaning Can Be Achieved  

Precision bearings like these can present a significant challenge when trying to remove oil, grease and particulate. Providing complete cleaning as well as removing soil and grit from inside the bearing casing is a constant problem. Several products and technologies that are commercially available including; water-based alkaline cleaners and chlorinated and fluorinated solvents have been tested and evaluated. The results are in and the product that performed the best and considered to have the least impact on the environment and is most economical is Hubtron PB™.

Hubtron PB™, is a powerful solvent ideally suited for critical cleaning applications. It demonstrates several characteristics and similar properties as other solvents such as 1,1,1 TCA and Trichloroethylene, without the environmental draw backs.
Hubtron PB™, has no flash point and a very low ozone depleting potential. It is also EPA SNAP approved, (http://epa.gov/ozone/snap/solvents/lists/metals.html) not regulated as a hazardous waste under RCRA, and not a reportable chemical under SARA 313. What is Going on With All of the Prices?  


  • As the price of oil goes so too goes the price of almost all commodities. The price per barrel of oil has increased over 49% in the past year.


  • According to The Kiplinger Letter, the shrinking of oil field's spare capacity should lead to increased price volatility with the potential of oil hitting $150.00 per barrel by 2010.




  • Further concern in the US market is the increasing weakness of the US dollar against foreign currencies. This makes products imported into the US less attractive. Since 2002, the euro has risen more than 70% and the Canadian dollar is up 60% versus the US dollar.


  • World wide demand for all commodities that are derivatives or associated with crude oil have increased considerably since November of 2006. As an example:

    • Methanol has increased 67.82% in the last 12 months with no end in sight.


    • Acetone is up another $0.05 per pound.


    • Caustic soda has increased over 40% in one year.


    • Ethylene Glycol has increased almost 20%.


    • Copper is at all time highs, increasing another 11% in 1 year.


    • Natural gas has increased over 30%.

Giving Credit Where Credit is Due...  

Spending every day listening, assisting, persuading, and empathizing with customers has provided Donna Fusco a real sense of their daily needs. For the past twenty years, sixteen of which she has spent as the Credit Manager, Donna has developed a great perspective on how best to manage credit transactions and to assure customers that they get the products critical to their production. Although many would think her job is difficult, Donna enjoys the interaction and believes that the key to building a lasting relationship has been the communication and trust she shares with customers of all sizes.

On a personal note she also has developed a long lasting relationship with her husband and former Hubbard-Hall associate, Jack Lannan. They both share a love for the outdoors and enjoy spending time with their 3 dogs and 2 horses. Donna, in her “free time”, might be engaged in one of her other passions, organic gardening or producing bead jewelry. She is also passionate about the need to recycle and has championed this effort at Hubbard-Hall and will recycle anything that is not nailed down!

In what spare time she has left, Donna derives great satisfaction from being a mentor for the last 7 years at the Driggs School, an elementary school in Waterbury, Connecticut. In one of her many volunteer roles she tries to impart some of her experiences and passions with the elementary students and share her love of nature and wildlife.

Donna’s level-headed style has been a great asset in her daily interactions with customers. Although she has had a difficult call from time to time, she feels that her “firm, but accommodating...” approach is consistent and flexible depending on their needs. Donna enjoys what she does and has never had to mention her love of trap shooting or her membership in the Nation Rifle Association, at least not yet…

In the coming months we will be presenting an ongoing dialogue to answer your questions and provide helpful tips in maximizing the performance of your industrial process. We have assembled 6 technical experts that will providing continuous updates and suggestions via a new Blog that will provide direct access to our technical staff.

The introductory blog has been provided by Steve Rudy, Technical Territory Representative who brings a breadth of knowledge and real life expertise to the world of metal finishing. Steve has over 24 years experience in the metal finishing industry. He has been a Chemist, responsible for research and development, product development, and field technical service. In addition to quality control coordinator and an accomplished and seasoned sales professional. He has also served two terms AESF branch president & five years branch secretary, past chairman AESF Chemical Pretreatment & Organic Finishing Committee. He has further been a contributing columnist for the Finisher's Think Column in P&SF magazine since 1999.
