Does the Anti-Terrorism Rule Affect Your Company?Is your company or facility subject to The Department of Homeland Security (DHS) final rule for anti-terrorism??DHS defines a chemical facility or facility as: “any establishment that possesses or plans to possess, at any relevant point in time, a quantity of a chemical substance determined by the Secretary to be potentially dangerous or that meets other risk-related criteria identified by the Department…” Appendix A, (http://www.dhs.gov/xlibrary/assets/chemsec_appendixa-chemicalofinterestlist.pdf) is a list of DHS chemicals of interest and their threshold quantities. Appendix A lists the quantity of a chemical substance determined by the Secretary to be potentially dangerous or that meets other risk related criteria identified by the DHS. The DHS is using a tiered approach to classify a company’s risk for terrorist attack. TIER I companies are the companies that are most at risk for terrorist attack. TIER 2, TIER 3 and TIER 4 are progressively lesser risks. The TIER 1 companies must meet more stringent antiterrorism standards for securing their site(s) than the other tiers. The DHS recommends that you register if you have chemicals that are at the threshold quantities listed in Appendix A. If a company does not register with the DHS and is later determined to be at risk, the DHS automatically classifies the company under TIER 1. These companies will then have to comply with the more stringent antiterrorism standards until the DHS can determine by inspection that the company is covered under TIER 2, TIER 3 or TIER 4, or not covered at all. Hilton Chrome Enjoys Many Benefits Using Aquaease SL 917President Dick Hilton has seen his share of cleaning and plating problems since he began working in the plating industry back in 1967! As a decorative chrome plating job shop, Hilton Chrome is often faced with challenges that they have successfully managed to overcome for the benefit of their customers. However a recent problem arose when trying to remove a tenacious contaminant from finely threaded brass components for one of their best accounts. Dick presented this concern to his Hubbard-Hall representative, Ray Huot, who asked him to clarify the main issue facing Hilton Chrome.The previous method of cleaning included a product from another company that was being used at a concentration of 20-25 percent and at a very high temperature of over 180 degrees F. Ray relayed all of this information to the Hubbard-Hall Technical Director, Bob Farrell who recommended Aquaease SL 917 at a concentration of 5 – 10 percent and an operating range of 140 – 150 degrees F. Based on these recommendations, Mr. Hilton filled his 400 gallon cleaning tank with a solution of 8% Aquaease SL 917 and a bath temperature of 145 degrees F. As a result this bath has been working almost 2 months and processed 50 - 70,000 of these brass parts without a single reject!! In addition Dick found that when he used the Aquaease SL 917 at slightly cooler temperatures it made an excellent buffing compound remover! According to Dick Hilton, “…as a small business owner, it is great to see a product that he can rely on to perform better than expected…”. Dick also said that he was very impressed with the knowledge and follow up provided by both Ray Huot and Bob Farrell, but that he would expect nothing less since his introduction to Hubbard-Hall by retired Representative Fred Ort over 20 years ago.
